The Cheapest Repair Is Rarely the Least Expensive: Licensed Technicians vs. the Unlicensed Handyman

Every landlord has heard the pitch: "I know a guy. He'll do it for half the price." And sometimes the guy does fine work. But with single-family rentals spread across dozens of neighborhoods, maintenance isn't about one repair. It's about hundreds of repairs, in hundreds of homes, done right every time. That's where the difference between a licensed technician and an unlicensed handyman stops being small.
Scattered-Site Maintenance Is a Different Job
An apartment building has one roof, one boiler, and often a superintendent on site. A scattered-site portfolio of single-family homes has a separate roof, furnace, water heater, electrical panel, and set of pipes at every address. Each home has its own age, quirks, and history.
Managing that well takes more than a toolbox. It takes a system: knowing who went to which property, what they did, what it cost, and whether it was done to code. When a problem comes back six months later, someone needs to answer for it.
What You Save Up Front
We understand the appeal of the lower bid. An unlicensed handyman usually charges less because he isn't paying for:
- Licensing and continuing education
- General liability insurance
- Workers' compensation coverage
- Permits and inspections
- Warranties on his work
Those are real savings on the invoice. The trouble is that each of those "savings" is a protection you've given up.
What You Give Up in the Long Term
Accountability. A licensed technician has a license to protect and a business record to answer for. If a repair fails, there is a clear path to getting it fixed. If an unlicensed handyman stops answering his phone, you're back to square one and paying again.
Liability protection. If an uninsured worker is injured on your property, or damages a tenant's belongings, that claim can land on you. One accident can erase years of savings on repair bills.
Code compliance and permits. Electrical, plumbing, and HVAC work often requires permits and licensed trades. Work done without them can surface at the worst times: during a city inspection, a rental license renewal, a refinance, or a sale.
Insurance claims. If a fire or flood traces back to unpermitted or improperly done work, your insurance carrier may question or deny the claim.
Lead safety. Much of Philadelphia's rental housing was built before 1978. Renovation work that disturbs paint in those homes falls under federal lead-safe work rules, and cutting corners creates health risks for tenants and serious exposure for owners.
Tenant retention. Repeat repairs frustrate residents. Good tenants leave when the same problem keeps coming back, and turnover is one of the most expensive events in a landlord's year.
The Real Math
A $300 "savings" on a water heater install looks great until the unit is improperly vented, fails inspection, or causes water damage to the floor below. A cheap electrical fix looks great until it becomes a fire hazard in a home with a family living in it.
The short-term savings are visible on the invoice. The long-term costs are hidden until they arrive, and they usually arrive all at once.
How TCS Handles Maintenance
At TCS, accountability is the point. Our scattered-site maintenance approach is built around:
- Licensed and insured technicians for trade work that requires them
- Documented work orders with photos and notes tied to each property's history
- Permits pulled when required, so the work stands up to inspection
- One point of accountability, so owners never have to chase down who did what
We've managed Philadelphia homes long enough to know that the cheapest bid is rarely the lowest cost. Assurance has a price. Doing without it usually has a bigger one.
